1   大学生暂不用还学贷
      省府正努力减轻学生经济负担,并积极确保在疫情期间学生能继续学业。具体手段为,省府暂时延后“安省学生助学计划(OSAP)”还款日期,以及提供相关拨款,来支援网络教学,使本省各专上院校(post-secondary institution)可进行线上期末考试。
      省府将竭尽所能,来确保本省大专生和大学生可一边远程学习,一边考试和完成学业。

      为确保学生能够顺利完成本学年,省府已与“安省电子校园”(eCampusOntario)达成协议,来支持各大专上院校进行网络教学。
     根据协议,将为各大公立院校提供技术支援,使其可进行年终评估,但与此同时,学生隐私和学术评估之操守(integrity of academic assessment)将得以保证。
     上述皆为暂时措施,并将会提供英法双语版本。

     在此艰难时期,为给学生贷款借贷人提供便利,省府将为所需归还贷款提供六个月的利息减免,直到2020年9月30日为止。
      在此期间,贷款人无需归还贷款,同时助学贷款的利息不会增加。
      同时,如果贷款人更早还贷,他们仍可通过网上银行进行一次性支付。此期间所有还款将算为他们的贷款本金(loan principal)。

2      中小学继续关闭
       由于新冠疫情之迅猛发展,依本省首席卫生官之建议,省长道格·福特和教育厅长斯蒂芬·莱切(Stephen Lecce)宣布:本省学校和托儿中心将继续保持关闭,目的是保护广大学生和教工的健康和安全。
      本省所有公立学校,将在2020年5月1日星期五之前对教师保持关闭,也将在2020年5月4日星期一之前对学生保持关闭。
      当上述日期临近之时,省府将依本省首席卫生官建议,重新评估封校决定。

      若情况必要,为保护广大学生、家庭和教工的健康和安全,学校将继续保持关闭。
      省府是经过深思熟虑,才决定延长封校时间。据医疗专家建议,未来两星期在抗疫斗争中至关重要。
      正因如此,省府采取进一步行动,将本省孩子留在家中,确保他们的安全和健康。

3  网络教学项目
      省长福特和教育厅长莱切宣布,已启动“居家修习”(Learn at Home)的第二阶段。
      此项目将为在家学习提供额外工具,并确保所有幼儿园至12年级,甚至专上学生可以顺利完成本学年,并获得足够学分毕业。

      省府担保,没有学生会因为新冠疫情而影响到毕业。此外,教育厅将继续与大专高校厅(Ministry of Colleges and Universities)戮力合作,确保无人因疫情而不无法接受专上教育。
     “居家修习”第二阶段反映了教育界人士的期望,而该项目之目的如下:
     01、重新建立学生与教师及其他教工之间(包括精神健康工作者)的连结
     02、利用电子资源,来探索师生间保持连接的新方式(如利用电话和电子邮件)
     03、为教育工作者制定培训计划,以支持他们进行网络教学
     04、为所有学生提供期末成绩单
     05、优先照顾应届毕业生
     06、在遵守公共卫生指导原则情况下,根据学生需求,给对方发放学校的笔记本电脑和其他设备
     07、对医疗伙伴和社区伙伴的请求,保持响应态势(responsive posture)
     08、与教师工会共建疫情工作小组,借此互相合作,集思广益,找出对策来支持学生

     另外,通过下列方式,重新建立以教师为主导的教学模式:
     01、幼儿园至3年级每名学生每星期5小时功课(主要在训练读写和数学)
     02、4至6年级每名学生每星期5小时功课(主要在训练读写、数学、科学和社会研究)
     03、7至8年级每名学生每星期10小时功课(主要在训练读写、数学、科学和社会研究)
     04、9至12年级对于学期制学生,每名学生每星期分别在每门课上有3小时功课
           对于学年制学生,每名学生每星期分别在每门课上有1.5小时功课

4   户外休闲设施关闭
      为遏制新冠病毒扩散并确保民众留在家中,省府已延长“紧急状态”和相关紧急措施的有效期,而相关措施包括关闭非必需工作场所和限制社交集会(social gathering)。
     此外,依本省首席卫生官之建议,省府已颁布新紧急命令,将所有户外休闲设施立即关闭,譬如操场和游乐场。
     此条命令将关闭本省所有户外休闲设施,无论是公共或共享、公立抑或私立。
     设施包括但不限于:
     1.游乐场
     2.操场
     3.篮球场和网球场
     4.开放式遛狗场所
     5.湖滩
     6.滑板公园和越野自行车公园
     7.野餐区
     8.户外社区公园
     9.公园庇护处
    10.户外健身设施
    11.公寓公园和花园
    12.其他户外休闲设施
     同时,公园、小径、山谷以及保护区等多处的绿地将不会关闭,行人仍可穿越,但经过时须与他人保持两米以上的安全社交距离。
      至于安省省立公园和自然保护区,将继续保持关闭。
      除非迫不得已,否则本省人民应留在家中,最好尽可能缩减出门次数。

以下情况可作为必须出门理由:
      1.求诊
      2.拿药
      3.遛宠物(若必须如此)
      4.为社区弱势成员提供上述服务
      在此,省府强烈建议,本省所有年逾70岁之长者,或免疫系统欠佳者,又或有基础性疾病者,应进行自我隔离,并叫他人协助处理基本事务(essential errand)。
     本省人民须严格保持安全社交距离,以减少与他人接触,并应和非同居人士保持两米以上距离。

The government of Ontario is easing the financial burden on students and making sure they can complete their studies during the COVID-19 outbreak by temporarily deferring payments for Ontario Student Assistance Program (OSAP) loans and making online learning supports, including year-end exams, available to postsecondary institutions.
Our government is doing everything it can to ensure our college and university students can take their exams and complete their school year while studying remotely. To ensure students can successfully complete the academic year, Ontario has finalized an agreement with eCampusOntario to make digital learning supports available to postsecondary institutions. These interim digital learning supports, available in both French and English, will provide publicly-assisted colleges and universities with the technology they need to conduct year-end assessments, while preserving student privacy and the integrity of academic assessment.
To support borrowers during this difficult period, loan repayments will be subject to a six-month interest-free moratorium until September 30, 2020. This means that during this time, borrowers will not be required to make any loan payments and interest will not accrue on their OSAP loans. Borrowers can still make one-time payments via their online account or online banking if they want to repay their loans faster. Payments during this period will go entirely towards their loan principal.

Due to the rapidly evolving COVID-19 outbreak, the Premier Doug Ford and Education Minister Stephen Lecce announced that schools and child care centres will remain closed to protect the health and safety of students and staff. This extension is being made on the advice of the Chief Medical Officer of Health.
Public schools will remain closed to teachers until Friday, May 1, 2020, and to students until Monday, May 4, 2020. As these dates come closer, this decision will be re-evaluated based on public health advice. The closure may be extended if necessary to protect the health and safety of students, families and staff.
The decision to extend school closures was not made lightly. We know from the medical experts that the next two weeks will be critical in the fight against COVID-19 and that's why we're taking further action to keep our kids safe and healthy by having them stay home.

The second phase of Learn at Home features a new set of expectations for the education community, including:
·       Reconnecting students with teachers and other school staff, including mental health workers;
·       Re-establishing teacher-led learning by grade groupings as follows:
o   Kindergarten-Grade 3: five hours of work per student/week (focus on literacy and math)
o   Grades 4-6: five hours of work per student/week (focus on literacy, math, science and social studies)
o   Grades 7-8: 10 hours of work per student/week (focus on math, literacy, science and social studies)
o   Grades 9-12: three hours of work per course per week for semestered students; 1.5 hours of work per course per week for non-semestered students (focus on achieving credits/completion/graduation)

·       Leveraging digital resources and identifying alternative forms of teacher-student connectivity, such as phone and mail;
·       Developing a program of training for educators to support them in virtual learning delivery;
·       Requiring final report cards for all students;
·       Prioritizing and supporting students on track to graduate;
·       Distributing laptops and/or devices from schools as needed, while observing public health direction;
·       Maintaining a responsive posture for health care and community partner requests; and
·       Establishing formal COVID-19 working groups with education sector unions to work together, share ideas and to find solutions in the support of students.

 In an effort to stop the spread of COVID-19 and keep people home, the Government of Ontario has extended the Declaration of Emergency and associated emergency measures, including the closure of non-essential workplaces and restrictions on social gatherings. In addition, Ontario is issuing a new emergency order under the to close all outdoor recreational amenities, such as sports fields and playgrounds, effective immediately. These actions are based on the advice of the Chief Medical Officer of Health.

This new order would close all communal or shared, public or private, outdoor recreational amenities everywhere in Ontario, including but not limited to playgrounds, sports fields, basketball and tennis courts, off-leash dog parks, beaches, skateboard and BMX parks, picnic areas, outdoor community gardens, park shelters, outdoor exercise equipment, condo parks and gardens, and other outdoor recreational amenities. Green spaces in parks, trails, ravines and conservation areas that aren't otherwise closed would remain open for walkthrough access, but individuals must maintain the safe physical distance of at least two metres apart from others. Ontario's provincial parks and conservation reserves remain closed.
Ontarians should stay home except for essential reasons, and to limit the number of these essential trips. Essential reasons include accessing health care services and medication, grocery shopping, walking pets when required and supporting vulnerable community members to meet the above needs. It is strongly recommended that people over 70 years old or who have compromised immune systems and/or underlying medical conditions self-isolate and get help with essential errands.
Ontarians must strictly practice physical distancing to reduce their exposure to other people and keep at least two metres away from people outside of their household.

The Markham-based dental supply company Dental Brands reached out to the Premier on Sunday about donating 100,000 surgical masks to the province in response to the COVID-19 crisis.
The Premier responded immediately by personally picking up the supply of masks and delivering them to one of the province’s central storage facilities.
90,000 went to the province and 10,000 were donated to the Toronto Police Service.
Companies across Ontario are stepping up every single day to help make sure our frontline workers have the essential items they need to combat COVID-19.
 We want to thank them for their contribution and for continuing to show the Ontario spirit.
