省府接管更多护理院!



从即日起,省府已临时接管以下5家长期护理院:
1   Eatonville Care (怡陶碧谷)
2   Hawthorne Place (北约克)
3   Altamont Care (士嘉堡)
4   Orchard Villa (皮克灵)
5   Camilla Care (密西沙加)
      省府将派遣6队检查人员,每队分别2人,负责检查军方报告中所指的5家长期护理院以及Camila Care,检查将为期两星期。省府检查人员将严格检查和监控上述6家长期护理院。
上述6家长期护理院指:
1    Eatonville Care (怡陶碧谷)
2    Hawthorne Place (北约克)
3    Altamont Care (士嘉堡)
4    Orchard Villa (皮克灵)
5    Camilla Care (密西沙加)
6    Holland Christian Homes Inc (宾顿)
      此外,检查人员将根据军方报告,为每家护理院量身定做一套检查方案。
      检查方式则包括:检查记录和图表审查;与工作人员和住户进行深入访谈;通过观察来确定问题严重性。检查员将按照严格和一致的检查方法进行所有检查。
      省府检查完一家高危长期护理院之后,长期护理厅将要求该家长期护理院定期通报,并对此家护理院进行定期监控和突击检查。所有检查结果将在该厅网站上公布。

      在未来21日中,省府将在其他高危长期护理院进行进一步检查,这些长期护理院在管控疫情时面临着极大挑战。
      省府将要求上述护理院向长期护理厅提交改进计划,计划需要具体说明该家护理院如何打算将护理水准立即提升至“可被接受水准”。
      在未来30日中,长期护理厅将对高危长期护理院和本省其他长期护理院进行随机检查。
      此外,省府已快马加鞭,预计于在7月成立独立委员会。
      同时,本国军方将继续驻守在本省提供支持,直到2020年6月12日。

02 紧急命令  Emergency order
紧急命令再延长!


       省府依《紧急管理及民事法案》第七节第二条第四款,延长所有紧急命令,目的是在疫情期间持续保护民众的健康与安全。
       紧急命令被延至2020年6月9日。
       现有紧急命令包括关闭所有户外游乐场,游乐设施和器材,公共游泳池和户外戏水设施,餐馆和酒吧,除非打包带走和送外卖。
       此外,省府将继续限制社交聚会人数,不得超过5人。对于长期护理院和聚居场所如老年公寓和妇女庇护所,省府将继续施行现有人员调动法规。

        2020年3月17日,省府依《紧急管理及民事法案》宣布启动紧急状态。2020年5月12日,省府再度延长紧急状态有效期延长至2020年6月2日。

03 交通施工  Highway expansion
疫情期间,省府不忘施工


       今日,渥太华西北部的联福-尼皮辛-彭布罗克(Renfrew-Nipissing-Pembroke)选区省议员约翰·耶卡布斯基(John Yakabuski)宣布,省府正在推进第17号公路(Highway 17)的第一阶段扩建工程,将阿普洛尔(Arnprior)和伦福尔(Renfrew)之间的两车道拓宽为四车道。
      该公路的扩建工程,包括四个新的交汇点,并将保证家庭安全,连接不同社区,且推动该地区的经济增长。
      省议员说:"17号公路是整个伦县旅行和货物运输的生命线。省府将这条重要的公路走廊连接起来,将能改善安全,加强社区之间的联系,创造就业机会,并吸引投资到该地区。"

Effective immediately, we have begun the process of taking over the temporary management of an additional five long-term care homes: Eatonville Care (Etobicoke), Hawthorne Place (North York), Altamont Care (Scarborough), Orchard Villa (Pickering) and Camilla Care (Mississauga). Our government had previously taken over two others.

We are deploying six teams of two inspectors for a period of two weeks to each of the five homes identified in the Canadian Armed Forces report and Camilla Care. These inspectors will conduct rigorous inspection and monitoring of these homes. The six homes being inspected include Eatonville Care Centre, Hawthorne Place Care Centre, Orchard Villa, Altamont Care Community, Camilla Care Community, and Holland Christian Homes Inc.

The teams will develop a customized inspection plan based on the details outlined in the CAF report. Their inspections will include record and chart reviews; in-depth interviews with staff and residents; and observations in order to determine the extent of the issues. The inspectors will follow a rigorous and consistent inspection methodology for all inspections.

After an inspection is completed in a high-risk home, the ministry will set up regular status calls, monitoring, as well as regular unannounced in-person follow up inspections with the home. Results of these and all other inspections will be posted publicly on the ministry website.

Over the next 21 days, we will conduct further inspections in other high-risk homes facing the greatest challenges in managing their outbreaks. Each of these homes will be required to submit a plan for the ministry that details how they intend to return to acceptable levels of care immediately.

Over the next 30 days, the Ministry of Long-Term Care will conduct random spot checks of both high-risk homes, and other homes across the province.

We are expediting the establishment of our independent commission to July.

The Canadian Armed Forces will continue to provide support until June 12, 2020.

The Ontario government continues to protect the health and safety of the public during the COVID-19 outbreak by extending all emergency orders in force under s.7.0.2 (4) of the Emergency Management and Civil Protection Act. Emergency orders have been extended until June 9, 2020.

Current emergency orders include the closure of outdoor playgrounds, play structures and equipment, public swimming pools and outdoor water facilities, as well as bars and restaurants except for takeout and delivery. Additionally, there continues to be restrictions on social gatherings of more than five people, and staff redeployment rules remain in place for long-term care homes and congregate settings like retirement homes and women's shelters.

"We are extending these emergency orders to protect the health and safety of all individuals and families as we begin to gradually and safely reopen our province," said Premier Doug Ford. "To build on the progress we have made to contain COVID-19, people should continue to follow these simple public health guidelines, practise physical distancing, wear a mask when it is a challenge to physical distance, and wash their hands regularly. If you think you have COVID-19 or may have been exposed to the virus, go to an assessment centre and get tested. Please stay safe."

The Government of Ontario declared a provincial emergency on March 17, 2020 under the Emergency Management and Civil Protection Act. This declaration of emergency was most recently extended on May 12, 2020 and is currently in effect until June 2, 2020.

Today, John Yakabuski, MPP for Renfrew-Nipissing-Pembroke, announced the Ontario government is moving forward with the first stage of widening Highway 17 from two to four lanes between Arnprior and Renfrew. The highway expansion, with four new interchanges, will keep families safe, connect communities, and drive economic growth in the region.

"Highway 17 is a lifeline for travel and the movement of goods throughout Renfrew County," said MPP Yakabuski. "Twinning this vital highway corridor will improve safety, strengthen the connection between communities, create jobs and attract investment to the region."

Ontario is widening 22.5 kilometres of Highway 17 from Scheel Drive to three kilometres west of Bruce Street in Renfrew County. The highway expansion project will help to inform the Province's first regional transportation plan for Eastern Ontario, to be released in 2021.
